Worn Street and Potholes Revisited

Judging from the evidence, the City's pothole crew has come by today, filling exactly two small holes along the edges of one part of the street, and spilling bitumen on their way in front of and behind of the patched spots.
Nice.
Way to go.
Another half-assed job and more waste.
Two patches (one next to the back wheel of the car, and the other directly across, along with the spilled bitumen.
Nearby potholes and crevices that need filling
The two small patches close up (only 8-10 inches or so)
More spillage (in the shadow of the trailer) above, additional shots of the worn street,
which could use much more efficient patching, or total replacement.
Now I wonder how they came to decide that those two small spots needed patching vs. all the rest of the craters on the street (as shown). Guess it's time to call the City again and inquire what their thinking is, and seeing if they can justify an explanation of more wasted tax dollars.
