So today, after making several calls to the City Offices, I finally got someone to come out and trim away the branch. This afternoon the truck pulled up, and I must say, a very...nice (and good looking) City Forester cut the branch down and then chipped it up. Not the neatest cut, but at least the danger is gone. I noticed that they must not paint the wounds as they used to - so I'll prolly have to take care of that.

This was especially sweet as the fool's truck was back in place and the chipper wasn't quite aimed into the back of the city vehicle and a bunch of the chips flew into the back of the offenders truck bed. HA! karma!
It didn't take him long to park where the damage branch hung previously.
